Have you recently had a close encounter?

Not too far away from our house lies the South Eastern Freeway. It’s close enough to hear “traffic” noises at night or early morning, though you can never hear anything specific. One of the on-ramps not too far away from our house, close to Brandon Park Shopping Centre, has a VicRoads facility of some kind.
This VicRoads is not a public one, and there is only one entrance. The entrance is always locked and I’ve never seen a vehicle enter nor leave. I can only wonder what it is they actually do there. Perhaps it’s a place for the VicRoads staff to have burnout competitions, I don’t know.
A few weeks ago, while passing the VicRoads compound at night, I spotted a great green spotlight flooding the area. I couldn’t see any details of the compound and nothing but the green light was visible. I wondered for a bit what the light was, but promptly forgot it since it wasn’t interesting at all. Tonight, while returning home from Brandon Park, Justine and I noticed that there is a huge board of “traffic lights” being tested. All three colours are represented on this board.
I can only assume that the board o’ lights is used for testing brightness and longevity of the globes/bulbs but it’s much more interesting to hum the “Close Encounters of the Third Kind” theme and think conspiracy thoughts of VicRoads staff members greeting aliens. Yup, completely plausible!

I can neither comfirm nor deny the existance of aliens in State Government Departments or Agencies.
Though I have plenty of evidence to support the former.
